    Goa's stamp duty change was called a cut.For most second-home buyers, the number barely moves.

    In the first week of July 2026, Goa's Revenue Department notified new stamp duty slabs for property purchases, in force immediately. Headlines said buying in Goa would get cheaper. Stamp duty is the tax you pay the state when a property is registered in your name. When you compare the new slabs with the ones published before, only one band appears to have changed. Here is what that means in rupees.

    What the notification actually says.

    The Goa government replaced a 2017 order with a new slab system. A slab, or band, is a price range with its own tax rate. The Goan, the Navhind Times and Times Now all reported the same five bands, and said they took effect immediately. The Goan headlined it as a cut. Times Now wrote that buying property in Goa would get cheaper.

    Here is the catch. None of the reports I read lists the old rates. So I compared the new bands with rate tables published before the change, by Bajaj Finserv Markets in May 2026 and Leasewarehouse in 2025. Those tables differ from each other on small details. But both show 3.5% for the first band, and the same rates as now for the bands above it. So the one visible change is the first band, from 3.5% to 3%.

    In rupees, the cut is small.

    Here is the stamp duty on four example deals, using the bands above. The rate is applied to the full deal value, which is how the reported bands read.

    Only the first row moves. Second-home villas usually cost well above ₹50 lakh, so most buyers I speak to sit in a band that did not change. Stamp duty is also only one cost. A separate registration fee applies. The rate tables I found disagree on that fee, so get the exact figure from your lawyer or the sub-registrar's office, which is the government office that registers property deals.

    Where the real money is

    The edges of each band matter more than the cut.

    If one rate applies to the whole deal value, the tax jumps when your price crosses a band edge. It does not rise smoothly. Using the same bands, here is roughly how much more you would pay just above each edge:

    • At ₹50 lakh the duty is ₹1.5 lakh. At ₹50.01 lakh it is about ₹2 lakh, roughly ₹50,000 more.
    • At ₹1 crore the duty is ₹4.5 lakh. At ₹1.01 crore it is about ₹5.05 lakh, roughly ₹55,000 more.
    • At ₹5 crore the duty is ₹25 lakh. At ₹5.01 crore it is about ₹30.06 lakh, roughly ₹5 lakh more.

    Stamp duty is also generally worked out on the higher of your deal price and the government's minimum land rate for that area. So before you fix a price with a seller, ask your lawyer which value applies and which band the deal lands in. Do this early, not on registration day.

    Two other changes buyers should know.

    These got less attention than the slabs. Both can matter more than a 0.5% cut.

    Fixed duty for a deemed conveyance

    A builder is meant to legally transfer the land under a building to the owners' society. Sometimes that never happens. A "deemed conveyance" is an official order that treats the transfer as done when the builder does not cooperate.

    The new notification sets a fixed stamp duty for this, per home, no matter its size. For a residential unit it is ₹50,000 in Category A areas, ₹40,000 in Category B and ₹30,000 in Category C. Category A includes the coastal village panchayats and the towns of Panaji, Mapusa, Ponda, Vasco and Margao. So the beach villages are in the highest category.

    What to ask: if you are buying a flat in an older complex, has the land been legally transferred to the society? If not, this cost may land on the owners later.

    The one-year adjoining plot rule

    If adjoining parcels of land are transferred between the same two parties within one year, the value of the earlier land is taken into account when working out the duty on the later deed.

    The reports do not give the exact formula. My reading is that it is aimed at people who split one purchase into two deeds to stay in a lower band. If you are buying a plot and thinking of adding the neighbouring one, treat them as one deal.

    What to ask: if you or the seller already did a deal on the next plot in the last twelve months, ask your lawyer how this rule applies before you sign.

    Do not wait for Goa to get cheaper because of this. Budget for the total cost instead.

    Some coverage suggested this change could nudge Goa property prices down. I would not plan around that. A 0.5% change on the lowest band does nothing for someone buying a villa in the ₹1 crore to ₹5 crore band, which is where most second-home conversations I have end up.

    What helps a buyer more is a clear total cost before you fall in love with a home. Stamp duty, registration fee, legal checks and, for flats, the state of the society's land title all add up. Get them on one page early. Then compare homes on the full number, not just the headline price.
